Central to the strategy to reverse this colonial legacy, is the general drive to strengthen institutions of gover-nance at all levels. A particular em-phasis is however being placed on local government as a critical role player in the reconstruction and development in different countries. It is widely recognized, however that for local government to play such a role effectively, municipalities have to be financially viable. This would involve various things including the extent to which municipalities and utilities are able to collect revenue owed to them by consumers of the variety of services delivered. In South Africa, it is well established that municipalities have found it extremely difficult to collect revenue from communities as consumers of their services. In South Africa, it is estimated that revenue owed to municipalities is counted in billions. It has however been established that apart from problems of poverty, low service payments is also accounted for by the inability of municipalities to read meters efficiently and deliver correct and accurate bills to households and other consumers service debts local consumers. It is for this reason that Metamatic spent long periods of time searching for meter reading and billing solutions. Metamatic found international partners who develop, supply and implement advanced technological solutions to meter reading and billing. Metamatic has entered into a Reseller Agreement with Datamatic in the Unites States of America to provide technological solutions to meter reading in South Africa and later Africa as a whole. This will be our little contribution to supporting efforts towards making municipalities financially viable and thereby enable them to fully take on the developmental challenges facing Africa within own spheres of operation.
